Tiêu chuẩn này mô tả các nguyên tắc KDTV về bảo vệ thực vật đã nêu trong Công ước Bảo vệ Thực vật Quốc tế (IPPC) và xây dựng Tiêu chuẩn Quốc tế về các biện pháp KDTV( viết tắt là ISPM). Nó bao gồm các nguyên tắc liên quan đến bảo vệ thực vật (BVTV) bao gồm cả cây canh tác và không canh tác/cây không quản lý, thực vật hoang dã và thực vật thủy sinh, liên quan đến việc áp dụng các biện pháp KDTV trong di chuyển của con người, hàng hoá và phương tiện vận chuyển là những nội dung mục tiêu của IPPC. Tiêu chuẩn này không làm thay đổi IPPC, mà mở rộng các nghĩa vụ hiện tại, hoặc giải thích bất kỳ thỏa thuận hoặc cơ quan luật pháp khác.

This report presents the findings of a survey on the successes and challenges of implementation of pest free areas (PFA), which was conducted in 2019 with the aim to provide baseline data on the extent of implementation of PFA-related standards and other capacity development activities. This survey was developed with the input of subject matter experts and administered to International Plant Protection Convention (IPPC) Official Contact Points and the World Trade Organization Sanitary and Phytosanitary (WTO SPS) Committee.
