    The main objective of the guidelines is to assist countries, institutions and policy-makers in the development and implementation of a strategy to ensure the sustainability of the aquaculture sector, integration of aquaculture with other sectors and its contributions to social and economic development. "An ecosystem appproach to aquaculture is a strategy for the integration of the activity within the wider ecosystem such that it promotes sustainable development, equity and resilience of interl inked social-ecological systems." Being a strategy, the ecosystem approach to aquaculture (EAA)is not what is done, but rather how it is done. The participation of stakeholders is at the base of the strategy. The EAA requires an appropriate policy framework under which the strategy develops through several steps: (i) the scoping and definition of ecosystem boundaries and stakeholder identification; (ii) identification of the main issues; (iii) prioritization of the issues; (iv) definition of operational objectives; (v) elaboration of an implementation plan; (vi) the corresponding implementation process, which includes reinforcing, monitoring and evaluation; and (vii) a long-term policy review. All these are steps informed by the best available knowledge.

    A workshop was held in December 2009 with Member Countries and with the purpose of: developing awareness among Member Countries and stakeholders of the need for the ecosystem approach to fisheries and aquaculture and of its implementation on the basis of the best available knowledge and information; strengthening capacity among the Near East and North Africa countries for planning and implementation of the ecosystem approach to fisheries and aquaculture; improving knowledge and awarene ss of the current and future implications of climate change for fisheries and aquaculture; and providing guidance on best practices for adaptive planning and management, and adaptive strategies in general, for coping with climate change.

    The Regional Technical Workshop on Spatial Planning for Marine Capture Fisheries and Aquaculture, held in Doha, the State of Qatar, from 24 to 28 October 2010, was attended by 21 delegates from seven Member countries of RECOFI (the Kingdom of Bahrain, the Islamic Republic of Iran, the State of Kuwait, the Sultanate of Oman, the State of Qatar, the Kingdom of Saudi Arabia, and the United Arab Emirates) and representatives from FAO. The workshop achieved three objectives: (i) it created awarenes s and initiated capacity building through a technical seminar on basic concepts and emerging issues concerning spatial planning for marine capture fisheries and aquaculture; It received feedback from each RECOFI country presentation on the present status of the use of spatially-based planning tools, including case studies, present issues and challenges; (ii) it presented the results and analysis of the RECOFI regional spatial planning for marine capture fisheries and aquaculture questionnaire su rvey; and (iii) it prepared and finalized a Proposal for a Regional programme for Implementing a Strategy on Spatial Planning for Marine Capture Fisheries and Aquaculture in RECOFI Member countries based on the survey outcomes and workshop deliberation and brainstorming. The long-term vision of the regional strategy for implementing spatial planning capacity in the RECOFI member countries is: To illustrate how spatial planning tools are one essential element to achieving sustainable clean, healt hy, safe, productive and biologically diverse marine seas in the RECOFI region, and how they allow for mariculture and marine fishery production activities to be maximized whilst at the same time taking into account the other users of the marine space.
