Synopsis (short abstract) Secure tenure is an important prerequisite for sustainable forest management. More diversified tenure systems could provide a basis for improving forest management and local livelihoods, particularly where the State has insufficient capacity to manage forests. In the past decade many countries have initiated efforts to reform their tenure arrangements for forests and forest land, devolving some degree of access and management from the State to others, mainly households, private c ompanies and communities. This publication provides practical guidance for policy-makers and others concerned with addressing forest tenure reform. Drawing from many sources, including forest tenure assessments carried out by FAO in Africa, Southeast Asia, Latin America and Central Asia, it deduces lessons about what works and what does not, and why. It formulates a set of ten principles to guide tenure reform, and proposes an adaptive process for diversifying forest tenure in a context-appropriate way. The publication emphasizes that successful tenure reform is linked with reform in associated regulatory frameworks and governance arrangements, and must be seen in the context of a wider national development agenda.

    This tool is intended to help countries evaluate their forest tenure systems, particularly those that facilitate participation of non-state actors in forestry, including co-management regimes, community forestry, smallholder forestry, large holder forestry, or company concessions granted on State lands. It uses the internationally endorsed Voluntary Guidelines on the Responsible Governance of Tenure of Land, Fisheries and Forests (VGGT) as its basis. Forest tenure review may be conducted in the context of policy or legal reform, to inform Reducing Emissions from Deforestation and Forest Degradation (REDD+) policy formulation, to improve understanding of a specific tenure system that is under-performing, or to strengthen performance of the various participatory forestry arrangements in country. The assessment tool can provide a very comprehensive understanding of tenure and governance related drivers of deforestation and forest degradation, and ways to address them.

    This paper aims to provide a synthesis and commentary with recommendations of the papers given and the discussions which took place at the technical workshop on Improving tenure security for the rural poor in Africa in October 2006. The workshop brought together a wide range of persons from civil society academics, representatives from NGOs the FAO, the principal sponsors of the workshop, and from some donors working on land issues from all over sub-Saharan Africa with an emphasis on Anglophon e Africa. The views expressed in this workshop are of significance. They are not the official positions of governments but they are representative of grass-roots involvement in land relations in Africa and are therefore entitled to respect.
