    Small-scale family farming accounts for more than 80percent of agricultural production in the Near East andNorth Africa (NENA) region and plays an important role infood security, poverty alleviation and sustainablemanagement of natural resources. The average landholding size has decreased in the past decades, while atthe same time there has been an increase in the numberof SSFF and in total agricultural land. Small-scale familyfarmers (SSFF) do not have the possibility of realizingeconomies of scale or developing a market powercomparable to their trading partners. In addition, theyface high transaction costs and difficulties in accessingproductive services and resources and are thereforegenerally unable to seize economic opportunities. Ageingfarmer populations and limited access to social protectionand productive assets such as financial services, water andland and activity and input markets represent severeconstraints for the development of SSFF and theirorganizations, thereby limiting opportunities foremployment in agriculture.

    The Office of the Chief Statistician (OCS) conducted the Statistical Capacity Assessment for the FAO-relevant SDG indicators in early 2019 to provide insights about member countries' national statistical systems in regard to their capacity to monitor and report the 21 SDG indicators under FAO custodianship. The survey collected information on the national coordination mechanisms for the SDG reporting, current data availability and plans for filling data gaps, and needs for technical assistance. The respondents were mainly the National Coordinators for SDG Monitoring or the SDG focal points nominated by the Directors General of National Statistics Offices. The results will assist FAO-HQ and decentralized offices in designing targeted interventions and mobilizing resources to support countries in collecting, analyzing and using the SDG indicators in decision-making.

    Strengthening agricultural producer organizations (POs) and cooperatives has been recognized as a key way forward to support farmers in the West Bank and Gaza Strip (WBGS) and, in turn, promote food security, income generation and private sector development. Agriculture in the WBGS is characterized by smallholdings; there are just over 110 000 of these, and 90 percent are classified as small or medium-sized. the annual report on states that have limited or absent governance capability and are vulnerable to conflict or collapse. Yet, few would deny the extreme fragility of the WBGS given the conflict situation, a deadlocked political process and failing state and institutional performance. Access restrictions to natural resources, movement restrictions affecting goods and people, a longstanding economic food-access crisis, high unemployment rates, the breakdown of livelihoods, the COVID-19 pandemic and insufficient institutional capacity to respond have all negatively impacted the lives of the population. The key challenge is therefore how to increase the effectiveness of support for POs in an environment where citizens do not suffer only from poverty, economic exclusion and inequality but experience high levels of repeated or cyclical violence amidst weak support institutions and poor governance capability.
