Synopsis (short abstract) The first seminar on the harmonization of fisheries legislation of the States members of the Sub-Regional Fisheries Commission was held in Dakar, Senegal, from 29 November to 2 December 1994. The seminar was organized in accordance with the programme of activities of project GCP/RAF/302/EEC - Improvement of the legal framework for fisheries cooperation, management and development of coastal states of West Africa that requires the project to support a process of harmonization of the fisheries leg islation of the States members of the Sub-Regional Fisheries Commission. The seminar, which brought together the highest ranking officers of the fisheries administrations of the concerned States, examined a document on the matter. On the basis of this document, the seminar identified normative sectors where harmonization measures appear necessary and proposed general guidelines for a work programme that could be progressively implemented in the sub-region with support from the project and the pa rtners associated with the Sub-Regional Fisheries Commission.

    A workshop on the harmonization of fisheries legislation of the member States of the Sub-Regional Fisheries Commission was organized at Saly, Senegal, on 17 and 18 August 1995, within the framework of the guidelines approved by the 1st Seminar on the harmonization of fisheries legislation of these States, held in Dakar from 29 November to 2 December 1994. The workshop was organized by the project GCP /RAF /302/EEC “Improvement of the legal framework for fisheries cooperation, management and deve lopment of coastal States of West Africa”, in close collaboration with the Sub-Regional Fisheries Commission. The workshop reviewed and/or suggested harmonized measures concerning the establishment of a sub-regional register of fishing vessels, the marking of fishing vessels, procedures for the self-reporting of position and catches and the rights and obligations of fisheries observers. The workshop furthermore reviewed questions concerning the status of the Sub-Regional Convention on the Exerci se of the Right to Hot Pursuit, signed in Conakry on 1 September 1993, the negotiation of fishing agreements with the European Union and the harmonization of fisheries resource conservation and management measures. This report is an abridged version of the report of the workshop published in French in full as Atelier sur l'harmonisation des législations des pêches des Etats membres de la Commission sous-régionale des pêches (Document N° 26).

    This document is the final report of the seventeenth session of the Fishery Committee for the Eastern-Central Atlantic (CECAF), which was held in Dakar, Senegal, from 24 to 27 May 2004. The major topics discussed were: action on recommendations of the sixteenth session; main outcomes of the third session of the Scientific Sub-Committee; cooperation in fisheries monitoring, control and surveillance (MCS) – West African experiences at the national and subregional levels; regional implementation of the Strategy for Improving Information on Status and Trends of Capture Fisheries; use of subsidies and fiscal policies in marine fisheries; monitoring of high seas resources and strengthening of cooperation between CECAF and the International Commission for the Conservation of Atlantic Tunas (ICCAT); regulation of access and management of fishing capacity in the CECAF area including a regional review in the implementation of the international plan of action on the management of fishing capacity in sub-Saharan Africa; main thrusts of the technical consultations on illegal, unreported and unregulated (IUU) fishing and fishing capacity, and on subsidies; and lastly, the fisheries sector project in the framework of the New Partnership for Africa's Development (NEPAD). The summary of the main decisions and recommendations is shown in Appendix E.
