Synopsis (short abstract) Fisheries around the world make essential contributions to human well-being including the provision of basic food supplies. employment, recreational opportunities. foreign currency and others, providing benefits to hundreds of millions of people. Despite these benefits, our record of managing fisheries so that the benefits can be sustained has been poor; at best, and most fisheries around the world are experiencing serious ecological, social or economic problems and usually all three. Today there is global concern about the state of fishery resources and aquatic ecosystems, their resilience to future stresses such as climate change and their ability to continue to provide benefits.     This publication was prepared to promote and to provide support in the implementation of the Code of Conduct for Responsible Fisheries, especially Article 7: Fisheries Management. As such it is also intended to supplement the FAO Technical Guidelines for Responsible Fisheries No. 4: Fisheries Management. It is intended primarily for the practising fishery manager and decision-maker, with particular emphasis on developing countries, although it is hoped that the volume will also be of interest to managers in developed countries. Fisheries management is a complex and evolving discipline and much is still being learnt about what it involves, what works and what doesn't. The problem is compounded by the fact that fisheries management as a coherent discipline is still poorly defined and frequently equally poorly understood. This publication strives to identify the primary tasks in management of capture fisheries, with particular emphasis on sustainable utilization of the biological reso urces, and to demonstrate how these tasks should be undertaken in an integrated and coordinated manner to obtain the desired benefits from the biological resources in a sustainable and responsible manner.

    This document contains the report of, and some of the papers presented at, the FAO Regional Workshop on the Elaboration of National Plans of Action to Prevent, Deter and Eliminate Illegal, Unreported and Unregulated Fishing – Caribbean Subregion which was held at Port of Spain, Trinidad and Tobago, from 22 to 26 November 2004. The purpose of the Workshop was to assist countries in the Caribbean subregion to develop capacity so that they would be better placed to elaborate national plans of actio n to prevent, deter and eliminate illegal, unreported and unregulated fishing (NPOAs–IUU). The Workshop addressed issues relating to the 1995 FAO Code of Conduct for Responsible Fisheries, the 2001 International Plan of Action to Prevent, Deter and Eliminate Illegal, Unreported and Unregulated Fishing (IPOA-IUU) and Technical Guidelines No. 9 that have been developed to support the implementation of the IPOA-IUU; concepts of planning and the elaboration of action plans; a case study for the deve lopment of a NPOA-IUU in a small island developing State; decision-making about IUU fishing and skills enhancement through the identification of key issues relating to the elaboration of NPOAs-IUU, the primary vehicle by which the IPOA-IUU will be implemented by countries. Working groups were formed to encourage maximum participation in the Workshop. A review of the major IUU fishing problems in the region and their possible solutions were discussed.

    FAO Aquaculture Newsletter (FAN) is issued three times a year in the form of printed newsletter by the FAO Fisheries and Aquaculture Department. It presents articles and views from the FAO aquaculture programme and highlights various aspects of aquaculture as seen from the perspective of both headquarters and the field programme. Articles are contributed by FAO staff from within and outside the Department, from FAO regional offices and field projects, by FAO consultants and, occasionally, by inv itation from other sources.
