    Since 2015 the Government of Indonesia (GOI) has accelerated the social forestry program. Previously the total forest areas allocated for social forestry were less than 0.6 million hectares, while during 2015 to 2021 it increased more 4.0 million hectares. It was much faster than the previous social forestry program for 20 years before 2015. Why could it be achieved? Firstly, this paper would like to explain the process of the social forestry program during that time. Secondly, this paper would like to propose a new approach of government and other stakeholder engagement for supporting the social forestry programs. Digital based-government services are needed because when entering the industrial revolution 4.0 the forestry sector in Indonesia encounters new tradition of the communities living around forest areas, as well as in larger society. By implementing a new approach, the social forestry program in Indonesia would be enhancing and strengthening the community welfare and sustainable forest, and SDGs as well.     Impact of capacity building in leveraging community skills and livelihoods: lessons learned from social forestry in Indonesia

    Indonesia encounters several challenges in forest management due to the high communities’ demand for forest resources, including the need for agricultural land within state-owned forest areas. Community Based Forest Management (CBFM) is a strategy that emphasizes on the importance of community’s involvement in forest conservation. CBFM planning has an important role in the implementation of effective and sustainable forest management through a participatory approach involving all parties in Planning, Organizing, Actuating, and Controlling. This paper aims to provide information on impact of capacity building in leveraging community skill and livehood in three schemes of Social Forestry (SF) in Indonesia, namely Paru Village Forest (VF)–West Sumatra, Cempaka Forestry Partnership (FP)–Lampung, and Tuar Tana Community Forestry (CF)–East Nusa Tenggara, in collaboration between Forestry and Environment Research, Development and Innovation Agency with the Asian Forest Cooperation Organization (AFoCO). The research was conducted through structured interviews, FGDs and field observations by an analysis unit while the informations obtained were analyzed through descriptively qualitative and quantitative methods. The results showed that the provided assistances and capacity building in three SF schemes have increased the active participation of group members in the preparation of technical plans and implementation of economic value species planting and processing of non-timber forest products (NTFPs).Other benefits are the reduced land boundary conflicts, an increase in the frequency of routine group meetings, an increase in the number of members who are able to process NTFPs into semi-finished or finished goods. This condition shows that the provided assistance is able to increase the capacity of farmers so as to change the perceptions and attitudes of group members and encourage them to actively participate in forest management in three SF area.     Conditions for successful local collective action in mangrove forest management: Some evidence from the Eastern coastal area of south Sulawesi, Indonesia

    Resource management characterized by Common Pool Resources (CPRs) requires collective action for its sustainable management. CPRs with “rivalry” and “non-excludable” features face overexploitation problems because unlike the nature of pure public goods, the use of CPRs by one user will reduce the chances of other users taking advantage of it. This study aims to analyze the most appropriate local institutions and tenure arrangements for sustainable mangrove management in Eastern coast area of South Sulawesi, Indonesia. Data and information were collected through in-depth interviews involving key informants selected by using snow- ball method and continued by Focus Group Discussion. Design principles for sustainable management of common pool resources from Ostrom has been used in this study as an analytical framework which illustrate the structure of rules established and imposed by the local CPR’s institutions. The findings show that collective action in sustainable mangrove management can be achieved through accepted rules and agreements that are participatory formulated. The agreed norms and rules have enacted as a benchmark for collective action in maintaining mangrove and to enforce sanctions for violators. The success of the community in sustainable mangrove resources management is mainly supported by the existence of several prerequisites that facilitate collective action. It is necessary to strengthen regulations both at the local and higher level through socialization to the community along with the development of incentive and disincentives system.
