Synopsis (short abstract) The Near East and North Africa (NENA) is one of the regions that will be most affected by the impacts of climate change. Small scale farmers in the region are among those most impacted by changing climate patterns and increased weather extremes, making them particularly vulnerable to natural hazards and changing climatic conditions and this is because, a majority of the agricultural areas in the Region are rain fed. Climate change thereby adds and intensifies existing challenges like population increase, water scarcity and increasing land degradation that leads to the rise in conflicts and distress migration; which requires coherence and convergence of humanitarian, development and peace actors blending short, medium and longer term interventions.

    Many national legal frameworks still do not include laws and measures specifically intended to tackle climate change in the agriculture sectors. However, national laws and institutional frameworks are necessary for good governance and can operate to support the implementation of national policy and international commitments, including on climate change. Indeed, Target 16.3 of the Sustainable Development Goals calls for the promotion of the rule of law, and the assurance of equal access to justice for all. This is both an important stand-alone goal and an enabling goal for the realization of the transformative 2030 Agenda for Sustainable Development‎. Furthermore, the Food and Agriculture Organization of the United Nations (FAO) sees appropriately designed, informed and responsive national legal and institutional frameworks as key to supporting the implementation of countries’ commitments under the 2015 Paris Agreement, as well as their Nationally Determined Contribution in the food, agriculture and natural resources sectors. Climate change presents multiple challenges and it cannot be addressed effectively in silos. Attention must be paid not only to specific agriculture sectors, but also to governance areas that are interconnected with agriculture, such as public spending and investment, social protection and rural development. Efforts should be coordinated with the engagement of civil society, including the legal profession, vulnerable groups and the private sector. This Study addresses the principal expressions of the food and agriculture sector (crops and livestock agriculture, forestry and fisheries), looking at the critical cross-cutting issues and their integration into agriculture law. It provides a comprehensive overview of the legal and institutional issues to consider when working towards preparing the agriculture sector for the challenges of climate change.

    This publication is intended to provide an overview of the successes reached by the implementation of Project GCP/GLO/534/ITA “International Alliance on Climate-Smart Agriculture”, funded by IMELS and implemented by FAO. The IMELS has fostered, within this project, knowledge sharing on CSA, the creation and the implementation of GACSA, and the development of initiatives to support developing countries in their international commitments for climate change and sustainable development in the field of agriculture and food security. The various activities and products described in this publication, show the successes of the project in supporting efforts of filling knowledge and implementation gaps, while developing assessments and tools for promotion and implementation of CSA actions. The Project successfully supported the development of several knowledge products such as technical briefs, compendia and e-learning courses, providing a solid base for strengthening capacity on CSA. Over the course of the Project, diverse consultative events (such as workshops, seminars and webinars), were organized, facilitating the knowledge exchange amongst experts, researchers and practitioners. These served as a venue for debate and discussions on defining priority work areas and outputs, as well as to share experiences and lessons learned, providing space for partnerships between the various groups of stakeholders, aimed at building a strong knowledge community that may have a significant role in implementing CSA across countries and regions.
