    The Country Programming Framework (CPF) is a framework for agreed priorities in the co-operation between the State of Qatar and FAO. It is a planning and management tool for FAO to prioritize, guide and manage its assistance at the country level in a coherent, comprehensive and structured manner for a period of four years (2013-2016). It is anticipated that this framework shall remain relevant until the closure of 2016; however being a living document it can be updated whenever warranted as a result of implementation and/or emergence of pressing issues. This document contains a set of priority areas and activities for FAO’s assistance in support of the attainment of Qatar’s policy objectives related to agriculture, fisheries, natural resources, food safety and food and nutrition security, including gender and capacity development. The CPF is jointly owned and led by the State of Qatar through the Ministry of Environment (MOE) and FAO. It is therefore, framed within and governed by the national medium-term development priorities articulated in Qatar Development Strategies and Plans that set out the priority policies and investments of Government for achieving economic growth and prosperity. In addition, prioritization also benefited from review of the FAO Strategic Framework 2010-2019, World Food Summit Plan of Action 1996, and both the FAO Regional Priorities for the Near East and the Sub-regional Priorities for the GCC States and Yemen.

    The CPF will serve as a basis for addressing the main priority areas and national strategic objectives agreed with the government and the development community and will also serve as the main framework that reflects FAO interventions in line with FAO’s mandate as expressed in the corporate Strategic Objectives, Sub-regional and Regional Priorities and the priorities agreed by the UN Country Team (UNCT) and the government in the UNDAF and MDGs in order to restore the country's economy. The formul ation process involved a review of documents, field visits to a number of selected governorates, national workshops for stakeholders consultation, and various discussions with concerned agencies and donors. This process assisted in coming up with inputs for the situation analysis and in defining the Country Programming Framework.

    The CPF sets out five priority areas for FAO’s medium term assistance that were designed in close collaboration with the Government, involving notably the Ministries of Rural Development (MDR), Infrastructure and Marine Economy (MIEM), Education and Sports (MED), Environment, Housing and Territorial Planning (MAHOT), and Finance (MF) – as well as a number of key NGO and civil society stakeholders. Moreover, the CPF provides a programmatic alignment with the National Agricultural Investment Plan (2010-2015), the Government Programme (2011-2015), the Growth and Poverty Reduction Strategy III (DECRP 2012-2016) and the UNDAF/One UN Programme cycle (2012-2016).
