Synopsis (short abstract) This report contains summaries of activities in 23 UNDP/FAO fishery projects in the Indian Ocean region currently in operation or recently terminated. It is based on information contained in Progress Reports, Reports of Review Missions, and in some cases, personal communications. Where projects are still in operation, the status reflected in the reports is that of 31 May 1972. Not all information is incorporated in the reports, because in some cases information was not available, and in others, for reasons of brevity. A second report will deal with bi-lateral aid projects, about which information is presently being collected. Finally, a third report will attempt to generalize, on the basis of the first two review papers, on the problems of project identification and formulation, project execution, and post-project follow-up and investment.

    In Chapters VI and VII the authors set out their recommendations for the stimulation of fishery development in the Indian Ocean. These may be categorized as specific undertakings or action proposals and policy guideline proposals. The action proposals are grouped in five categories. The categories are not listed in order of priority, but within each category priority judgements have been indicated. The policy-guideline proposals are listed in the order in which they occur in the text, costs and other information relating to the recommendations are given in Chapter VIII.

    Some developments in the tuna fisheries in the Indian Ocean 1975

    The catch and effort data currently available for the Indian Ocean tuna fisheries are considered inadequate for stock assessment or purposes. The areas where most deficiencies occur were identified and it was concluded that a full-time data collation and evaluation service is required if the database is to be up-graded to the desired level. Recent data was obtained on the Indian Ocean long-line fishery and a serious decline in total catch and catch per unit of effort was detected and discussed. The current knowledge of the state of the stocks of each of the major tuna species exploited by long-lining was briefly reviewed. It was concluded that the total long-line catches of tuna in the Indian Ocean in 1973-74 probably reached maximum levels which may be greater than the total annual average in future years. The total 1975 catch was anticipated to be much lower than in previous years. The deterioration in the economics of long-lining in recent years indicates that a complete recovery of the industry is unlikely and the total tonnage of vessels employed in the industry in the Indian Ocean will probably not exceed that of 1973-74.
