Synopsis (short abstract) The evaluation of the Flexible Voluntary Contribution (FVC) seeks to provide the Food and Agriculture Organization of the United Nations (FAO) and its resource partners with an independent assessment of the strategic value and contributions of FVC investments towards achieving FAO’s strategic objectives. The evaluation findings are intended to inform the planning and development of the next phase of the FVC.The evaluation will address the following questions: 1. What is the value added of the FVC in supporting FAO’s Strategic Framework? 2. To what extent has the FVC effectively supported the implementation of FAO’s Strategic Framework? 3. To what extent is the FVC implemented in an efficient manner?The FVC evaluation will be properly contextualized and rely on existing data and documents, as well as consultations with key stakeholders.

    This evaluation assesses the performance and contribution of the FAO Flexible Voluntary Contribution (FVC) Mechanism, a pooled funding instrument supporting the implementation of the FAO Strategic Framework 2022–2031. The FVC is highly relevant, providing essential flexible resources amidst a landscape dominated by tightly earmarked funds. While FVC investments have contributed positively across all four betters, its full catalytic potential remains unfulfilled due to the modest volume of funding and fragmented portfolio. The evaluation found FVC management costs to be modest and noted commendable progress in leveraging corporate systems. However, sustained efforts are needed to enhance strategic prioritization in resource allocation, improve internal and external communications, and strengthen processes for demonstrating long-term impact and sustainability. The findings will inform strategic dialogue between FAO and its resource partners to determine the future viability and value proposition of this Fund.

    The Flexible Voluntary Contribution (FVC) 2022 annual progress report captures the key achievements of the FVC, both in terms of its role as a pooled fund for non-earmarked and softly earmarked contributions from resource partners and the implementation of development initiatives through FVC subprogrammes. The report provides a comprehensive understanding of the FVC's role within the Organization, the contribution of FVC-funded work to the achievements of FAO's four betters and their respective Programme Priority Areas (PPAs), and the future direction of the FVC based on experiences in 2022. The report comprises six sections: (1) Introduction, (2) Achievements of the FVC as a fund, (3) Achievements of FVC programmes (the four betters), (4) Key FVC principles, (5) Challenges and lessons learned, and (6) Conclusions and future actions.
