Synopsis (short abstract) In the Southern Africa region, two major issues negatively affect crops: climate change and unsustainable farming practices. Both of these degrade soil and lead to low levels of productivity and production. Climate-smart agriculture (CSA), implemented through Conservation Agriculture (CA) practices, which address tillage, crop choice and land management, are a way to combat these issues and consequently increase crop production. Although these practices have been introduced in the region, their implementation is rather limited owing partially to the fragmented approach taken to CA promotion. This subprogramme was therefore formulated to strengthen CA partnerships and the coordination of CA programming, and to increase knowledge and experience sharing among existing networks.

    The achievement of SDGs relies heavily on increased political commitment and explicit capacities to leverage agriculture and food systems to combat malnutrition, poverty and inequality while ensuring sustainable resource management to cover substantial annual investments. To address these challenges, the global community, notably through bodies like the Committee on World Food Security (CFS) and the Food and Agriculture Organization of the United Nations (FAO), has developed and endorsed global instruments for responsible governance of tenure and investment in agriculture and food systems, such as the Voluntary Guidelines on the Responsible Governance of Tenure of Land, Fisheries and Forests in the Context of National Food Security (VGGT), the Principles for Responsible Investment in Agriculture and Food Systems (RAI), the Voluntary Guidelines for Securing Sustainable Small scale Fisheries in the Context of Food Security and Poverty Eradication (SSF) and the Voluntary Guidelines on the Progressive Realization of the Right to Adequate Food in the Context of National Food Security (RtF). In response to these needs, the subprogramme targeted six countries (Lao People's Democratic Republic, Liberia, Mali, Mauritania, Sierra Leone and Tunisia) to enhance the capacities of key stakeholders, including government and civil society, to adapt these global guidelines and principles to their national contexts. Additionally, it catered for activities developed in the scope of the United Nations Decade of Family Farming (UNDFF) 2019-2028.

    The Southern African Development Community (SADC) Secretariat has embarked on the formulation of an Investment Plan for the effective and coherent implementation of a Regional Agriculture Policy. This will ensure the food and nutrition security of people living in SADC member countries, the sustainable utilization of available natural resources, and the effective protection of the environment. Assistance was required, in terms of both technical and management capacity, to develop the investment plan.

    Creating Sustainable Agricultural Growth in Southern Africa - GCP/SFS/004/EC 2025

    In November 2018, the European Union, through the 11th European Development Fund, provided FAO with a budget to support the implementation of the Southern African Development Community (SADC)’s Regional Agricultural Policy (RAP). The project’s objective was to create sustainable agricultural growth and socio-economic development in the SADC region. It was envisioned that the achievement of this objective would result in trade opportunities and an improved competitiveness of animal and plant products in regional and international trade, as well as improved food and nutrition security in all SADC Member States. In particular, the project aimed to enhance information on agricultural production, sustainability and competitiveness for evidence-based decision-making, and to improve access to markets through implementation regional control strategies for plant and animal pest and diseases, which threaten the food and nutrition security of the region and impact negatively on both regional and international trade.
