Synopsis (short abstract) The issue of overfishing presents a global catastrophe and an urgent concern, posing one of the most significant threats to marine ecosystems. Currently, statistics indicate that more than one third of evaluated fish populations are deemed "overfished" and over half are categorized as "maximally sustainably fished" (The State of World Fisheries and Aquaculture 2022). Central to the overfishing crisis is the problem of illegal, unreported, and unregulated (IUU) fishing.According to the Economic Community of West African States (ECOWAS), the West Africa region suffers an annual average loss of USD 2 billion due to the theft of maritime resources and illegal fishing activities. Placing responsible fishers who operate within the confines of their fishing authorizations at an unfair disadvantage, IUU fishing leads to the collapse of local fisheries, undermines small-scale artisanal fishing, and disrupts the livelihoods of coastal communities reliant on fish products for sustenance and economic stability, thereby exacerbating issues of poverty and food security. Furthermore, IUU fishing undermines national and regional conservation efforts by exploiting corrupt administrations and taking advantage of weak management systems, particularly in countries lacking adequate resources for MCS.

    The Rural Livelihoods Information System (RuLIS) is a set of harmonized household- and individual-level data and indicators on different aspects of livelihoods, including crops and livestock production, off-farm and non-farm income generating activities, households’ composition and demographics, agricultural inputs, technology use, access to social protection, time use, shocks and migration. RuLIS currently includes information from 39 countries, with increasing data coverage in time and space as more micro-data becomes available. RuLIS aims to provide critical information for understanding medium- and long- term trends in the structural transformation of agriculture and rural economies; and for the design of policies that promote and accompany social and economic transformation and enhancement. RuLIS provides data on a wide set of indicators, cross-tabulated by rural vs urban areas, gender and other variables; and standardized variables at the household and individual level. This brief uses RuLIS data to analyze survey data from eight Member States of the West African Economic and Monetary Union (WAEMU) to highlight the results of some key indicators related to living standards and conditions.

    Integrating Agro-Ecological Approaches to Increase Resilience to Climate Change and Improve Sustainable Food Systems in West Africa and the Sahel - TCP/SFW/3703 2022

    The role agro-ecology plays in dealing with the food and climate crises, by enhancing local biodiversity and natural resource conservation, is increasingly clear. It responds to the triple challenge facing the agriculture sector: poverty eradication, increased productivity, and sustainability. However, West Africa and the Sahel lack sufficient national and subregional data on agro-ecology; and this hinders the implementation of policies to support systems for applying the best solutions for soil conservation, biodiversity, water and community empowerment at the local level. To support agro-ecological transition initiatives, the project was tasked with developing a ten-year programme to promote agro-ecology in West Africa and the Sahel, involving ten of the region’s countries.
