There is an increasing necessity to provide timely and updated information about the status of land resources. It is well-known that land degradation not only results in reduced food production but also in reduced environmental quality, life conditions and health. In West Africa, the most conspicuous symptoms of the negative impact of land degradation on food production are stagnating and declining yields and increasing levels of poverty. There is an increasing need and interest to strengthen regional collaboration for sustainable development through a better understanding of land dynamics.

The ISO 19144-2 – land cover meta language (LCML) is prepared jointly by Food and Agriculture Organization of the United Nations (FAO) and Technical Committee of International Organization for Standardization (ISO) i.e., Technical Committee 211 (TC211) on Geographic information/Geomatics. This document specifies a Land Cover Meta Language (LCML) expressed as a UML metamodel that allows different Land Cover classification systems to be described based on physiognomic aspects. This document recognizes that a number of Land Cover classification systems exist. It provides a common reference structure for the comparison and integration of data for any generic Land Cover classification system, but does not intend to replace those classification systems.FAO acknowledges with deep appreciation the exceptional permission granted by ISO to continue republishing the current editions of the ISO 19144 series as FAO publications. This unique arrangement underscores the spirit of mutual trust and collaboration between the two organizations, ensuring wider and equitable access to these essential standards by Member Nations, technical partners and practitioners around the world.

The West African land cover reference system (WALCRS) is the result of an initiative to take a first step towards a harmonized and ISO based international reference system for creating land cover legend in the region. The regional system has been supported by various projects and organizations such as “Global Transformation of Forest for People and Climate Focus Africa '' funded by the Swedish International Development Cooperation Agency (SIDA), SERVIR West-Africa. The virtual regional consultation was organized on 3 July 2023 for experts dealing with land cover from all around the world. This consultation aims at strengthening collaboration between national, regional, and international stakeholders on land cover and to implement and operationalize the regional land cover reference system in the region. It will contribute to defining the way forward for the preparation of reliable baseline land cover information for West African countries using the WALCRS.
