Synopsis (short abstract) Food security is a major problem in Africa and especially in West Africa, where many countries have made agriculture an economic priority In order to find a community based solution to the issue, the Economic Community of West African States ( has developed and adopted its own common agricultural policy ( Despite this, given the effects of climate change over the last few years, irrigation has become the key factor in food security In this context, as part of the cooperation framework with FAO, ECOWAS requested the drafting of a regional strategy and policy document for the development of small scale irrigation in West Africa The decision made to support irrigation is linked to the fact that the Regional Agricultural Investment Programme ( has incorporated specific action to “strengthen irrigation”, with no concrete measures implemented to date In addition, the recommendations made in the Malabo Declaration 2014 at the Conference of the Parties (COP 21 on climate change and in the new guidelines of the ECOWAP II (for 2015 have all focused on intensive and sustainable agriculture, among other aspects This is because irrigation in the ECOWAS area is one of the main tools used in the sustainable intensification of agriculture.

The agriculture sector is Kenya is critical to the national economy and has been identified as a priority area in national strategy and policies contributing to improving food security and nutrition. In line with Kenya Vision 2030, the government has launched a strategy to transform smallholder agriculture from its subsistence status into a modern, sustainable, commercially oriented and competitive sector. In support of this strategy, “The Kenya Small scale Irrigation and Value Addition Project KSIVAP”, aimed to enhance smallholders’ agricultural competitiveness, and improve food and nutrition security in eleven counties. The project required robust institutional, organizational and technical capacity at national and county levels to effectively deliver on its mandate and functions. Following the devolution of agriculture in 2010, however, the extension service presented critical capacity gaps in the provision of technical support for the commercialization of smallholder agriculture. A Technical Assistance (TA) project was therefore designed to provide technical support and to assist in the capacity building and performance development of national and county coordination units in the sector.

The implementation of the Smallholder Irrigation Support Programme focused on enhancing incomes and food and nutrition security through the rehabilitation of irrigation schemes in in seven districts in two provinces of Zimbabwe – Matabeleland South and Manicaland. The project was expected to benefit 36 000 people, 6 000 of them directly, through irrigation rehabilitation, capacity-building, agribusiness development, catchment conservation initiatives and the diffusion of technologies and innovative alternative income options. The main objective of the project was to sustainably increase the production, productivity and competitiveness of smallholder irrigated agriculture in targeted schemes in communal and old resettlement areas of Zimbabwe.

Water is scarce and pivotal for the Sahel, not only for increasing the productivity for millions of small-scale farmers but also for countering loss of arable land resulting from erosion and warming temperatures. A major barrier to the use of water in the Sahel is the lack of infrastructure and technologies – 45 percent of the population do not have access to water, and only 2 percent of arable land is irrigated (OECD, 2022). Technologies that are context specific can help increase agricultural productivity and attract investments, thereby accelerating sustainable development. Investments in such technologies can improve financial returns from irrigated crop land. While irrigation technologies are a primary need in the Sahel, other technologies can also contribute to improved performance of agrifood systems. In 2021, under the leadership of the Chief Scientist Office, FAO piloted the Pro-Sahel project, which aims to scale up investments in irrigation technologies for small-scale farmers in the Niger and Burkina Faso. The Pro-Sahel project invested USD 500 000 to deliver two national roadmaps for investing in and scale up of small-scale irrigation technologies. The project was conducted in close partnership with Akademiya2063, an African institution specialized in economic analysis and policy advice for African development, together with national stakeholders from the agriculture and irrigation sectors in Burkina Faso and Niger, and FAO Country Offices, the FAO Regional Office for Africa, the Hand-in-Hand initiative, and expertise from the Investment Centre in Rome.
