FactsheetBuilding Global Capacity to Fight Illegal, Unreported and Unregulated Fishing through the Port State Measures Agreement - GCP/GLO/447/EC 2025Efforts to manage and conserve global fisheries stocks are undermined by illegal, unreported and unregulated (IUU) fishing, which affects the long-term sustainability of fisheries. For more than four decades, beginning with the United Nations (UN) Convention on the Law of the Sea in 1982, an international framework to manage fisheries sustainably has coalesced, and in more recent years, tools specifically targeting IUU fishing have also been developed and agreed upon. One of these tools is the FAO Agreement on Port State Measures to Prevent, Deter and Eliminate IUU fishing, or the Agreement on Port State Measures (PSMA). This project was designed to support the implementation of the FAO’s PSMA Global Capacity Development Programme and was embedded in Part 6 of the Agreement, which concerns requirements for developing States. It specifically targeted the countries of Cameroon, Comoros, Ecuador and Ghana, assisting these countries to implement the PSMA, as well as other instruments, mechanisms and tools to continue the fight against IUU fishing. In addition, it sought to enhance global information exchange for the effective implementation of the PSMA through the further development and operationalization of the FAO Global Record of Fishing Vessels, Refrigerated Transport Vessels and Supply Vessels (Global Record) and the design and development of the PSMA Global Information Exchange System (GIES).

No results found.Illegal, unreported and unregulated (IUU) fishing subtracts significant economic and natural resources from the global economy and the marine environment. Its effects can be severe, particularly for developing coastal states and non-high income Small Island Developing States heavily dependent on fisheries. In 2009, the FAO Conference approved the Agreement on Port State Measures (PSMA) to prevent, deter and eliminate IUU fishing. The Agreement came into force in June 2016. The First Meeting of the Parties to the PSMA and the First Meeting of the Ad Hoc Working Group established by the Parties under Part 6 of the Agreement were held in Oslo, Norway, in May and June 2017, respectively. Both meetings were hosted by the Government of Norway. As the cost of attending these meetings may have constituted an obstacle to the participation of developing countries, the Government of Norway funded the current project to ensure that all Parties, in particular the least developed ones, attended both meetings, enabling them to contribute to guiding and determining present and future decisions for the implementation of the Agreement. -
Technical reportReport of the Fourth Meeting of the Parties to the Agreement on Port State Measures to Prevent, Deter and Eliminate Illegal, Unreported and Unregulated Fishing

2023The Parties reviewed the status of the FAO Agreement on Port State Measures (“the Agreement” or PSMA) and recalled the decisions of the Third Meeting of the Parties. Progress and challenges in the implementation of the Agreement by Parties were discussed and the important role of regional fisheries bodies (RFBs), in particular regional fisheries management organizations (RFMOs), in supporting the implementation of the Agreement was highlighted. The Parties agreed on the operationalization of the Global Information Exchange System by the end of 2023 and adopted the Terms of Reference for the Technical Working Group on Information Exchange. The Parties emphasized that assistance to developing States Parties is critical for the effective implementation of the Agreement, and reiterated the need to make the multilateral-partner PSMA Part 6 Trust Fund administered by FAO operational. The Parties adopted A Strategy to Improve the Effectiveness of the Agreement on Port State Measures to Prevent, Deter and Eliminate Illegal, Unreported and Unregulated Fishing (the “Bali Strategy”). The Parties also agreed that the Terms of Reference of the PSMA Strategy ad hoc Working Group be modified to include the task of monitoring the effective implementation of the Agreement. The amended questionnaire for the Parties for the review and assessment of the effectiveness of the PSMA, together with the new questionnaire for RFBs and other international organizations, were adopted. The programme of work was discussed and the Parties agreed on a schedule of PSMA meetings.
