Synopsis (short abstract) Climate change related natural disasters pose serious threats and risks to livelihoods of fishermen and women as well as to food security in the Caribbean. To respond to these threats and risks, the FAO, the Department of State of the United States of America and the World Bank introduced an initiative on climate risk insurance for the Caribbean Fisheries sector as part of a global initiative on Blue Growth. In support of this initiative a survey was conducted to identify fisheries assets that could be insured, value these assets, identify climate smart fisheries investments and practices and carry out an insurance needs and demand survey. This Circular presents survey findings from Antigua and Barbuda, Barbados, Grenada, St Lucia, St Kitts and Nevis and St Vincent and the Grenadines. Some of the key findings are that: 97 percent of the fishing vessels and fishing assets were not insured, while in each of the CARICOM countries there is at least one local insurer offering marine insurance; 83 percent of the fishers would purchase insurance coverage for their vessels if it would be more affordable; only 17 percent of the fishers had a health insurance and 20 percent had an life insurance policy. Moreover, more than one-third of the fishers would be interested to invest in safe harbor, anchorage, haul out and vessel storage facilities, including installation of bumper rails on piers and the use of fenders on boats and piers, if this would reduce insurance premiums. Based on the findings of the insurance demand survey, an organizational arrangement for a Caribbean Fisheries Risk Insurance Facility (CFRIF) was developed, presented at various regional fora and shared with interested stakeholders.

    The Third Third Annual Project Steering Committee Meeting of the GEG/FAO Climate Change Adaptation in the Eastern Caribbean Fisheries Sector Project (CC4FISH) was held at UN House, Bridgetown, Barbados, 16–17 April 2019. The meeting brought together 24 representatives from the project countries, partner organizations and other key stakeholders involved in the delivery of the project to highlight the progress made to date by each partner. Project countries and partners presented a review of their activities carried out during 2018 and their annual workplans and budgets for 2019. The discussions included the need and road to ensure a timely delivery of the project outcomes. In addition there were discussions on lessons learned and opportunities for further development of the project to ensure increased resilience and reduction of vulnerability to climate change impacts in the Eastern Caribbean fisheries sector. The main topics discussed during the workshop included capacity building, sargassum impacts, aquaculture development, fisheries management plans, vulnerability assessments and communication.

    Fisheries and aquaculture is a sector of special importance to food security, nutrition and livelihood in the Asia-Pacific Region, which can be significantly impacted by climate changes and related disaster risks. Effectively addressing climate change impacts and managing disaster risks in fisheries and aquaculture sector are vitally important to building resilience of the sector for sustained and greater contribution to Sustainable Development Goals (SDGs) related to ending hunger, poverty eradication and sustainable use of natural resources. FAO member countries in the region have been making good effort and significant progress in addressing climate change impacts and related disaster risks with support of international communities. A FAO regional consultative workshop was convened to bring together a wide range of players including country governments, regional organizations and other partners to share their knowledge and good practices in addressing climate change implications for fisheries and aquaculture in the region, to assess the progress made in addressing issues with marine capture fisheries, inland capture fisheries, coastal aquaculture and inland aquaculture in the context of climate change adaptation and mitigation in implementing the national plan of actions for addressing climate change in fisheries and aquaculture, and to recommend strategies for addressing institutional and capacity gaps in building climate-resilience fisheries and aquaculture industry in the region. The publication is the compilation of the workshop executive report, background technical papers, extended summary of presentations by representatives from participating government and FAO partners, and the workshop conclusions and recommendations.
