Synopsis (short abstract) Uganda is greatly affected by climate change. This manifests through drought, floods and landslides, which have increased over the past decades, especially drought. The country’s economy and the well-being of the population are intricately linked to the natural environment, and therefore highly vulnerable to climate change. Against this background, it was necessary to strengthen the resilience of rural populations, cattle keepers and agricultural production systems, and build the capacities of c ommunities, commercial farmers and the Government of Uganda to cope with climate change.

    This case study chronicles Uganda’s experiences developing a gender‑responsive National Adaptation Plan for the Agricultural Sector (NAP-Ag) and related capacity development for gender-responsive planning, budgeting and policy formulation. Lessons learned from these endeavors can provide insights for other countries who are seeking, like Uganda, to align NAP or agricultural sector NAP efforts with national goals as well as the Paris Agreement (Article 7.5), which mandates gender-responsive adaptation actions and capacity-building activities.

    This publication was commissioned under the auspices of the project “FAO technical support to the COMESA-EAC-SADC program on climate change adaptation and mitigation in Eastern and Southern Africa (OSRO/RAF/307/COM)”. The study goal was to consult with stakeholders, including government departments, the private sector, civil society organizations, development partners, research institutions and NGOs involved in current and past climate-smart agriculture initiatives in the Eastern Africa (EA) sub -region, to map, review, analyse and synthesize major past and current CSA initiatives, in order to document the key stakeholders involved, the policies in place and the constraints, challenges, opportunities and enabling factors to adoption of climate-smart agriculture practices and technologies in the subregion.
