Synopsis (short abstract) Using nationally-representative data from 14 developing countries, this paper explores rural wage employment and its potential as a mechanism for improving the well being of the rural population. The analysis suggests that the sector of employment (agricultural or non-agricultural) and the overall household livelihood strategy appear to be of limited importance in determining whether a household uses wage employment as a pathway out of poverty. Rather, high-productivity wage employment appears t o be linked to the underlying assets of the household and its individual members. In particular, the evidence points to educational and infrastructure investment as critical for providing opportunities in the labour market that lead to higher wages. The analysis also suggests that gender is very important in participation in labour markets as well as wages earned in those markets indicating that special attention be given to the gender consequences of any employment policy.

    This publication contains four in-depth reviews on current and emerging issues in the economic analysis of food, agriculture and rural development, written by well-known scholars in the field. The selection of the issues for in-depth review was the result of a survey conducted among FAO staff involved in policy assistance activities in the main developing regions. Thus, the choice reflects their and, by extension, the policy-makers' perception as to the main research priorities in the economic a nalysis of agriculture, rural development, poverty and food security. A synthesis of the survey results is included as a chapter. The four in-depth reviews concern: (i) new trends in development thinking and implications for agriculture and rural development (by Simon Maxwell and Robin Heber Percy); (ii) causes, characteristics and alleviation strategies for rural poverty, with particular emphasis on Latin America (by Alberto Valdés and Johan A.     Promoting policies and investments that support the creation of decent employment opportunities in rural areas is crucial to generating livelihoods for the world’s poor. Rural people depend on agriculture and their own labour to earn a living; yet, rural employment opportunities are often scarce, informal, hazardous and poorly remunerated. To meet the Sustainable Development Goals and eradicate poverty and hunger by 2030, FAO works to build lasting policy changes that foster rural employment. B y supporting the development of strategies and programmes that create more and better jobs, FAO helps governments stimulate both the agricultural and the rural, non-farm economies. This includes promoting the application of international labour standards, particularly for eliminating child labour in agriculture, and partnering with national stakeholders to build human capital by improving access to vocational and entrepreneurial training and strengthening the capacity of rural organizations. FA O also helps countries address the root causes of distress migration by boosting decent employment opportunities in rural areas, while building resilience and risk management mechanisms to protect rural livelihoods.
