    This is the final report approved on the 5th December 2024 by the Extraordinary Session of the South West Indian Ocean Fisheries Commission. The Extraordinary Session of the South West Indian Ocean Fisheries Commission (SWIOFC) was held in hybrid mode, in Dar es Salaam, United Republic of Tanzania, the 4 and 5 December 2024. The Session was attended by delegates from Comoros, France, Kenya, Madagascar, Maldives, Mauritius, Mozambique, Seychelles, Somalia, South Africa and the United Republic of Tanzania. Representatives of the South Indian Ocean Fisheries Agreement, the Indian Ocean Tuna Commission, the Worldwide Fund for Nature, the European Union, the Partnership Programme between the SWIOFC and the Nairobi Convention and the EAF-Nansen Programme attended this Extraordinary Session as Observers. The Commission noted the progress and achievements from the SWIOFC regional projects, as well as the planned activities for the upcoming year. Regarding the new programme, the SWIOFish5 TransFORM Project, the Commission endorsed the final version of the report of the First Regional Project Steering Committee, held the 3 December 2024, as well as the workplan and budget for 2025.Ceci est le rapport final approuvé le 5 décembre 2024 par la session extraordinaire de la Commission des pêches du sud-ouest de l'océan Indien (CPSOOI), qui s'est tenue en mode hybride à Dar es Salaam, en République-Unie de Tanzanie, les 4 et 5 décembre 2024. Y ont participé des délégués des Comores, de la France, du Kenya, de Madagascar, des Maldives, de Maurice, du Mozambique, des Seychelles, de la Somalie, de l'Afrique du Sud et de la République-Unie de Tanzanie. Des représentants de l'Accord sur les pêches du sud de l'océan Indien, de la Commission des thons de l'océan Indien, du Fonds mondial pour la nature, de l'Union européenne, du Programme de partenariat entre la CPSOOI et la Convention de Nairobi et du Programme AEP-Nansen ont assisté à cette session extraordinaire en tant qu'observateurs. La Commission a pris note des progrès et des réalisations des projets régionaux de la CPSOOI, ainsi que des activités prévues pour l'année à venir. Concernant le nouveau programme, le projet SWIOFish5 TransFORM, la Commission a approuvé la version finale du rapport du du premier Comité directeur du projet régional, tenu le 3 décembre 2024, ainsi que le plan de travail et le budget pour 2025.

    Attending the fourth session were delegates from Comoros, France, Kenya, Madagascar, Maldives, Mauritius, Mozambique, Seychelles, South Africa and Tanzania, and observers from the African Union Strategic Fund for Fisheries, the Agulhas Somali Current Large Marine Ecosystem project, the Council for Scientific and Industrial Research, the Indian Ocean Tuna Commission (IOTC), the Indian Ocean Commission, the Nairobi Convention, the Swedish Board of Fisheries, the South West Indian Ocean Fisheries Project (SWIOFP), the Oceanographic Research Institute, and the World Bank. The Commission noted the work since the third session, considered the report of the Scientific Committee, reflected on the status of fisheries resources, advised on management of stocks, reminded that there should be more fishery management plans, commended the EAF-Nansen project, cautioned on relying on foreign vessels to report catches within member EEZs, and raised the need for transparency and regional cooperation i n fishing agreements. It established a Regional Steering Committee for the EAF-Nansen project, appreciated initiatives of members and of SADC in the fight against illegal unregulated and unreported (IUU) fishing noting that bilateral, regional and global-level efforts were required. It discussed EU regulations on IUU fishing and trade. It considered its direction on climate change and fisheries premature and requested the Scientific Committee to set up a working group with IOTC for further advic e. On improving its effectiveness, members emphasised responsibility, welcomed a results-based approach, and requested a review. A SWIOFP Steering Committee meeting was held in conjunction with the Commission. The Commission elected Maldives, Mauritius and Madagascar to steer the Commission intersessionally and at the fifth session in Maldives, late 2010 or early 2011.

    Attending the seventh session were delegates from Comoros, Kenya, Madagascar, Maldives, Mauritius, Mozambique, Seychelles, Somalia and the United Republic of Tanzania. Representatives of the African Union (AU-IBAR), Commission de l’océan Indien (COI), Common Market for Eastern and Southern Africa (COMESA), European Commission (EC), the German International Development Agency (GIZ), the Marine Stewardship Council (MSC), the Swedish University of Agricultural Sciences on behalf of the Swedish Inte rnational Development Cooperation Agency (SIDA), the World Bank (WB) and the Worldwide Fund for Nature (WWF) also attended the session as observers.The Commission noted the work since the sixth session with satisfaction, considered the report of the Scientific Committee and its recommendations, noted the positive outcomes of the Working Party on Collaboration and Cooperation in Tuna Fisheries, revised the SWIOFC Rules of Procedure, raised matters relating to the establishment of a SADC Regional Monitoring, Control and Surveillance centre in Maputo, discussed the inclusion of the regional component of the South West Indian Ocean Fisheries Governance and Growth project (SWIOFISH1) within the SWIOFC Secretariat, established a Steering Committee for the project, and approved SWIOFCs work programme. The Commission elected Madagascar (Chair), Maldives and Tanzania (Vice-Chairs) to steer the Commission intersessionally and at the eight session in Madagascar, in 2016.
